本署依據水利法規定，掌理水利事業興辦之任務，為利所賦予任務得以執行順遂，需辦理水文觀測與相關技術之研發，確保所得水文資料之正確性，俾利水利事業興辦之用，為促使前述相關資料及成果之流通，需應用知識管理概念建置一管理平台，並以此平台做為起點，組織本署暨有之水文觀測技術成果架構，冀提供成果資料進行成果快速檢索，以供後續水文觀測技術發展等運用。

In line with the promotion of hydrological observation by the Executive Yuan with its “Integrated plan for modernization of hydrological observation in Taiwan”, the Water Resources Agency, Ministry of Economic Affairs (WRA) has possessed real-time, accurate and reliable hydrological observation information over years, which serves important reference for the development and utilization of water resources. Using the technical framework of hydrological observation as the principle of integration, this project gathers the works of technical data of hydrological observation done by WRA. The observational equipment, technical data at monitoring station and hydrological data output formats in the categories of surface water, groundwater and offshore hydrology have been systematically investigated in orders. The results were organized and put on the platform for hydrological observation technique and knowledge management (this “Platform”) developed by this project to enable the coworkers at WRA to understand the development of hydrological observation technique in various areas at an overall angle. The development of the information system of WRA gives top priority to information security and resource sharing. This Platform, which is developed by WRA’s regulations on “important notice on development of information systems”, also integrates the services provided by the Water resources information service platform to enrich the platform’s functions. This platform uses explicit knowledge including information on hydrological observation technique and output results as the body of circulation, with the aid of online knowledge review mechanism, to upgrade the reliability and value of knowledge. On this platform, the coworkers at WRA can post knowledge and download that contributed by others. As the development of implicit knowledge has been a key to the introduction of knowledge management, this project duplicates the information technology of coauthoring to establish a Wikipedia dedicated to hydrological observation technique of WRA, with knowledge entries of various observation techniques created. Coworker at WRA can modify, maintain the knowledge contents with an attitude of jointly completing the knowledge entries, so that the implicit knowledge conceived by each of you can gradually be revealed as explicit knowledge.
