成立跨領域整合之綜合支援諮詢小組，推動「加速辦理地層下陷區排水環境改善示範計畫」及其他嚴重地層下陷地區國土復育規劃中之計畫，如莫拉克風災後受創嚴重之屏東地區，同時建構整合性之綜合支援機制，另加強辦理民眾參與及溝通機制，並評估國土復育整體措施推動之成效。 另邀請國外專家學者來台指導，培訓相關人員，協助台灣水利策略與國際接軌。

In the process of Taiwan economic development, water demand for each industry has been increased rapidly. Therefore, it has occurred that over pumping groundwater for industry usage in some areas. Thus, groundwater over pumping resulted in land subsidence and caused a great damage of losing soil and water resources. In order to restore the subsided land, Taiwanese government implemented the “Demonstrative Project of Improving the Drainage Environment in Land Subsidence Area”. This project was applied for three pilot sites in severe subsided areas along the coastal region of Yunlin county and Chiayi county. However, the acceptance of public opinions for the result of the demonstrative project plays a crucial role for the land restoration program. Hence, how to establish the strategy for public participation in the process of pilot plan became a major task of this study. Within the time frame of this study, only one pilot site, Dongshi in Chiayi county, was selected to assess the dialogue process and to try to build up the consensus for the restoration program. The organization of stakeholders in this study was considered as (1) who is at risk? and of what? (2) who is paying? And (3) who is in charge? Seven groups of people were concluded: government staffs, scholars and professional persons, social welfare units, community workers, private business men, NGO’s, and local inhabitants. Four main types of dialogues were applied in this study, including personal interview, small group discussion, topic workshop and panel seminar. In total two hundreds and fifty interviews were conducted, mainly focused on the vulnerable group lived in Dongshi site. Another 11 small group discussions, 20 various topic workshops and three panel seminars were held for public dialogue. The most concerned issue for inhabitants lived in land-subsidence areas is the flood problem. Thus, this study facilitated the dialogues from the flood relieve practices taken place on that region. Gradually dialogues and discussions have expanded on existence, environment, and economic topics. After 425 hours spent and 1371 participants involved in these dialogue processes, a strategic suggestion concluded for sustainable living and production pattern for Dongshi has been reached. This experience of public participation has been delivered into the contents of empowerment for similar regions. As for the empowerment, the project held 2 days empowerment lessons and invited the professionals from Netherlands and Taiwan to share their experiences to manage the lowland area. According to the enthusiasm from participants, this study proposed a database of human seed for further empowerment lessons. There are total 74 persons who included 25 staffs from the government, 26 professionals from the academic and research institutes, and 23 persons from private sectors. A website (c.f. http://publicparticipation-empowerment-tiiwe.org.tw) to distribute the information in the process of this public participation has also been set up. This website is expected to serve as an information platform to let local residents and the general public be aware of the land subsidence issue and to encourage more dialogues taking place for coastal subsided area. Further, more people can pay their attentions about the land restoration program within coastal subsided region.
