阿公店水庫位於高雄縣燕巢鄉境，係以防洪為主並兼具灌溉及公共給水之多目標水庫，惟因庫區淤積情況嚴重，為恢復水庫原有功能並達水資源永續利用之目的，經核定辦理「阿公店水庫更新工程計畫」，採國內首創排濁蓄清之空庫防淤操作，輔以越域引水路導引旗山溪潔淨水源蓄存運用，以同時解決水庫防洪、淤積及給水問題於一舉。其中「阿公店水庫越域引水路工程」為更新改善計畫之補助水源開發工程，計畫引入旗山溪豐沛之水量，利用既設二仁圳進水口及圓潭子隧道，再配合新建引水路輸水至阿公店水庫以解決所需用水。其引水路全長約15公里，主要結構物包括15座隧道與14座暗渠。 惟由於經濟部水利署南區水資源局每五年辦理之水庫安全評估項目並未包含「阿公店水庫越域引水路」，且本引水路之主要水利構造物為隧道工程，萬一該長度15公里多之輸水路發生災變，自旗山溪引進之水源將被迫立即中斷，水庫無法進水。阿公店水庫水源除供應復興渠農灌區之灌溉用水外，最重要之供水標的為高雄(路竹)科學園區之生產用水。萬一不幸供水中斷，該區高科技產業之生產將中斷，影響廠商之營運與信譽並波及國家形象，後果至為嚴重。由於隧道之檢查及安全評估方式與水庫安全評估差異性頗大，所涉及之專業技術不同，實有必要委託該項專業之顧問公司，比照阿公店水庫每五年辦理一次檢查及安全評估。

「A-Kung-Tien Reservoir Transbasin Waterway」brings in plentiful water from Qishan river. It uses the existing Erren ditch and Yuantanzi tunnel, and the transbasin waterway to bring in to A-Kung-Tien Reservoir to solve water problem. Because of the transbasin waterway did not do the hydraulic structure inspection and safety assessment since it completed, September 2005, and it is the important hydraulic facility and it provides the water to the Hi-Tech industry of South Taiwan. The South Region Water Resources Office of Water Resource Agency based on the method of「Inspection and safety assessment of hydraulic structure」commissioned to do safety assessment. Due to incomplete project database, it is considered necessary to establish basic lining image data and its anomaly layout and management system. The project is proceeded in 3 stages: (1)Safety data establishment; (2)Inspection; and (3)Subsequent inspection and recommendation of safety assessment. Stage 1 contains basic data establishment, tunnel location lofting, tunnel lining image scanning. Stage 2 contains inspection of slopes surrounding tunnel portal, crack width and depth measurement, crack development investigation, concrete subsurface investigation, and water quality analysis. Stage 3 contains subsequent inspection, monitoring, recommendation of safety assessment, and tunnel management system. The inspection reveals that A-Kung-Tien Reservoir Transbasin Waterway is roughly good without severely defect. But the schedule of the project is too short, the types and quantities of stage 2 are not enough, the safety grade of tunnel can’t be properly determined. It is suggested doing subsequent inspection as soon as possible, and combines the results of two inspections to determine the safety grade of the tunnel and recommendation of subsequent maintenance methods. And it is expected to achieve the maintenance management of the whole life cycle of tunnel.
