近十五年來國道跨河橋梁橋基與鄰近路堤之沖刷災害時有所聞，而國 道跨河橋梁或緊臨溪畔之路堤段亦因洪水沖刷而出現多次險情，嚴重影響 人民之交通與生活。為能使橋梁管理單位於洪水或災損發生前，即根據橋 基沖刷災害之相關歷史資料，獲得歷次災損成因分析與評估。對具有沖刷 潛勢之橋梁，予以快速研擬因應對策，以達到防微杜漸之防災目的。或於 災害發生後，可快速查詢相關橋梁資料，迅速地設計最佳之救災修護工法 與因應對策，實為本計畫之目的。爰此，本計畫之工作期程共兩年，主要 工作內容可分為兩個部分，第一分年為國道跨河橋梁沖刷歷史資料冊之建 置，第二分年則將該橋梁沖刷歷史資料資訊化，建置可供快速查詢、更新 之橋梁沖刷歷史資料庫系統。 本年度(第一分年)主要工作成果為建置包括國道1 號大安溪橋、國道3 號大安溪橋、國道1 號大甲溪橋、國道4 號神岡高架橋及下游緊鄰溪畔之 路堤段、國道3 號大甲溪橋、國道1 號烏溪橋、國道3 號濁水溪橋、國道1 號中沙大橋及國道1 號虎尾溪橋等十處跨河橋梁及路堤段之沖刷歷史資料 冊，並依照流域水系分成大安溪篇、大甲溪篇、烏溪篇、濁水溪篇及虎尾 溪篇等進行編撰。 沖刷歷史資料冊內容除蒐集計畫橋梁沖刷歷史災害之相關資料外，亦 對計畫橋梁所在河川之河道特性、歷年河道變遷趨勢、沖刷機制、鄰近構 造物之影響…等有長期之觀察與說明，並彙整橋梁長期沖刷歷史各時期間 之關係，以提供橋梁管理單位明確之橋梁養護維修建議。

During the last decade, several serious disasters of the bridge or levee scours occurred at different routes of national freeway. These damages may cause not only economic loss but also life injuries to a considerable extent. To ensure the function of bridges, it becomes very necessary to carry out yearly maintenance management and bridges safety inspection. Furthermore, experiences obtained from better understanding of the causes to the past disasters of bridge-scour could be used to improve the protection capability of the bridges with scour potential and to enhance the belief of engineering design. For this reason, the main purpose of this study is to establish a historical database system for scoured bridges or levee of freeways, which are administrated by the Central Region Engineering Office, TANFB. Firstly, the study aims to establish historical database of the scoured freeway bridges or levee including Ta-An-Shi Bridge of National Route 1, Ta-An-Shi Bridge of National Route 3, Ta-Chia-Shi Bridge of National Route 1, Shen-Gang Bridge of National Route 4, Ta-Chia-Shi Bridge of National Route 3, Wu-Shi Bridge of National Route 1, Chung-Sha Bridge of National Route 1, Cho-Shui-Shi Bridge of National Route 3, Hu-Wei-Shi Bridge of National Route 1, and levee along Ta-Chia River of National Route 4. Moreover, this report was divided into three volumes corresponding to the Ta-An River, Ta-Chia River, Wu River, Cho-Shui River and Hu-Wei River, respectively. The study not only collected fundamental data concerning structure and bed protection works of these bridges and levee, but also summarized various data concerning the hydrologic and geological conditions of rivers in the historical database of scoured national freeway bridges or levee. The variation of morphologic pattern of the river, the graphic files of bridges and levee, and the time series of bridge scour were demonstrated by using photographs, aerial photos, previous surveying data, and so on. An investigation of the channel bed variations and flow course shifting during the past few decades was also carried out.
