98年8月莫拉克颱風帶來的強風豪雨，於曾文溪下游造成嚴重淹水及人員傷亡事件，為能強化災害防救的能力，減少生命及財產的損失，經濟部水利署乃指定南區水資源局籌畫辦理「曾文溪防災綜合演練」。計畫內容涵蓋結合中央、地方與民眾進行蓄水構造物發生嚴重災損事故之緊急應變示範演習，並研擬緊急應變標準作業程序。 本計畫的主要工作項目包括： 資料蒐集；製作動畫；淹水情境潛勢評估；召開臺南縣政府、官田鄉與學者專家座談會；「颱風與超大豪雨造成曾文溪主要蓄水構造物─曾文水庫之緊急應變標準作業程序(SOP)」之研擬與實兵演習；「地震、人為破壞造成曾文溪主要蓄水構造物─曾文水庫之緊急應變標準作業程序(SOP)」之研擬與高司演練；舉辦教育訓練等。 淹水潛勢評估是依據地形、地貌、道路、土地使用狀況與水工構造物等條件，評估曾文水庫下游地區之淹水潛勢。降雨條件則分為定量降雨及頻率年兩部分。同時並加入曾文水庫洩洪歷線進行模擬計算。 本計畫蒐集整理水庫管理單位以及臺南縣、官田鄉等單位之緊急應變標準作業程序，並參考相關的規定，研擬水庫可能發生之緊急事件的標準作業程序，包括：水庫受損、水庫洩洪、颱風豪雨過後漂流木進入庫區、原水濁度過高、道路中斷、通訊系統故障、水源緊急支援救災、水質污染、人員落水、輸電線路損壞影響設施操作等10項。 緊急應變之演練內容包括(1)水庫遭遇強震時之緊急應變處置；(2)颱風與超大豪雨過後沉木影響進水口攔污柵水工結構安全應變處置；(3)遇颱風超大豪雨水庫啟動防洪運轉作業；(4)防洪運轉作業期間，柴油機房遭人為破壞之緊急應變處置；(5)颱風超大豪雨期間造成水庫大壩通達道路受阻、橋梁損壞及通訊中斷之緊急應變處置。其中前三項採高司演練，(4)及(5)則採實兵演練。 此外為配合教育訓練及宣導，本計畫針對演練想定的境況製作3D動畫作為輔助資料。 本次計畫成果除以書面方式呈現外，並針對水庫、堰、壩管理中心的工作人員以及鄉鎮公所等地方單位之與行教育訓練說明會，使本計畫之成果能做為相關單位防救災之參考依據。

In August 2009, Typhoon Morakot attacked Southern Taiwan especially downstream Tsengwen River. This typhoon brought heavy rain and strong wind which caused severe flood and casualty. In order to prevent from this kind of catastrophe and reduce the loss of life and property, the Water Resources Agency, Ministry of Economic Affairs assigned South Region Water Resources Office to execute a “Comprehensive Disaster Prevention Exercise”. To integrate the efforts of central government, local government and the public, an emergency response exercise was held in case that an emergency happens. Besides, emergency SOP (Standard Operation Procedure) was suggested. The main work of this project comprises the followings: (1) Data collection and animation. (2) Model calculation of flooding scenarios. (3) Symposium on emergency SOP for Tainan County, Guantian Township Government, scholars and experts. (4) The SOP for emergency response exercise in case typhoon and super heavy rain at Tsengwen Reservoir, and the tabletop exercise of SOP for emergency response in case water storage structural damage caused by earthquake or artificial destruction at Tsengwen River". (5) Organization of educational training. The inundation risk potential was assessed according to terrain, topography, roads, land use, hydraulic structures, etc. Two types of rainfall conditions were given: fixed rainfall amount and the result of frequency analysis. At the same time, the “flood discharge hydrograph” of Tsengwen reservoir was also taken into censideration. The emergency SOPs of Guantian Township and Tainan County, relevant regulations as references were collected to propose the emergency SOP for reservoir. 10 emergencies are taken into accout: structural damage, flood discharge, accumulated driftwood after a typhoon or heavy rain event , high water turbidity, road disconnection, failure of communication system, reservoir as a water source in case of serious fire alarm, water pollution, personnel falling into the water, and transmission line damage. A symposium was held to make amendments, and experts and scholars were invited. Exercises were performed for the case that Tsengwen reservoir is attacked by typhoon, heavy rain, earthquake, or artificial destruction. The 5 cases are (1) by a heavy earthquake, (2) driftwood flowing into the reservoir after typhoon and super heavy rain, (3) the emergency response and evacuation by occurrence of inundation, (4) damage of diesel engine room during typhoon period, (5) break of traffic connection and communication during typhoon and heavy rain. In order to meet the educational training and to attract public attention, 3D animation was made according to the exercise scenario. Beside paper report, the results of this project were presented to the staff of water resources offices and local government by educational training course. The results of this project could be reference for disaster prevention.
