水利署近年已逐步更新全臺各縣市之淹水潛勢圖，並考慮人文社會、經濟活動、土地利用、淹水損失…等與國家發展及民生相關之因子針對淹水潛勢資料進行加值分析，以強化洪災研判分析能量。為進行全面評估全臺各縣市之淹水脆弱度及風險度，已於98年先行辦理「脆弱度及風險地圖分析方法研究」計畫，並以此為基礎將分年分區(縣市及流域)辦理圖資製作工作，並應用其成果強化災害應變效率。因莫拉克風災重創高屏地區，本計畫將以「高屏溪、東港溪及高雄市、高雄縣、屏東縣」範圍辦理淹水脆弱度及風險圖製作之示範計畫。

Because the location of Taiwan is not only on the convergent zone between the Philippine Sea plate and the Eurasian plate where earthquake happens frequently, but also on the way suffering the typhoons generated from the Western Pacific, typhoons and heavy rainfalls often cause inundation disaster rising with the increase of population and the development of social economy. Therefore, Water Resources Agency not only upgraded the inundation potential maps for each city and county of Taiwan in recent year, but also built the methodology for analyzing vulnerability and risk maps based on the referee papers about flood hazard, social activities, landuse…etc. According to the contribution of "a study of methodology for analyzing vulnerability and risk maps", this project built the flood hazard, vulnerability and risk maps to finger out the area with high risk, and to produce flood prevention maps in village, township, and county scales. The notice of producing risk maps is editted to be followed by map makers. Finallly, this project wrote the "SOP of producing flood hazard, vulnerability and risk maps" and "notice of producing flood hazard, vulnerability and risk maps" for government.
