因應溫泉法緩衝期規定，本署基於溫泉法中央主管機關立場，積極輔導溫泉既有業者合法申請；另依溫泉法第10條規定，地方主管機關應調查轄區內之溫泉位置、泉質、地質概況及使用現況等，建立溫泉資源基本資料庫，必要時，由中央主管機關予以協助。 為加速既有溫泉業者依溫泉法及溫泉開發許可辦法規定申請開發許可，擬透過本計畫建置金崙地區基本資料、針對溫泉井進行改善規劃並進而配合縣市政府協調既有溫泉業者，以期將溫泉業者合法納管。

According to the second stipulation of “Regulations for Hot Spring Development Permit”, the “Hot spring licensee” needs to apply for the “Hot spring development permission”. In the progress, it is required to attach the land agreement certification, and “Hot spring development and use plan book” for the permission of the Controlling organization that belong to County or City government. According to the fifth stipulation of “Regulations for Hot Spring Development Permit”, it suggests that the “Hot spring present situation report or Simple hot spring development permission application book” could replace the “Hot spring development and use plan book”, which provides entrepreneur simple application way to obtain the “Hot spring development permission”. Chin-lun hot spring area located within the Chin-lun river basin. There are two stratums in Chin-lun hot spring area, namely the slate and phyllite of Bi-lushan level and metamorphic sandstone and slate of Mt. Lu-shan level. In the geology investigations include the regional geology material and location survey; we divide this hot spring area into 3 map sheets from west to east that comprise the all hot spring business entrepreneur in Chin-lun hot spring area. The results also showed two items of environment sensitive areas: “seacoast control limit” and “non-metropolis use zone” in this hot spring area. In Chin-lun hot spring area, there are 14 hot spring business entrepreneurs have the will to integrate the application of acquisition information and apply to the hot spring development permission through this plan. The project’s investigation include the collection data such as the location investigates, the quantity of hot spring to use, the hot spring development scope, the monitoring programme and the hot spring well improvement suggestion. The results showed the amount of hot spring can be used approximately 3,873CMD in this Chin-lun hot spring area. The investigation uses the real used quantity is approximately 219.1CMD, 5.65% of the can be used approximately. Two representative hot spring wells include Dainty and Yexi (with air type pump) were carried out with the well pumping experiments. The results in Dainty and Yexi showed water temperature approximately 90~120℃, the pumping flow rate is 1.40 and 1.96 CMH, respectively. Two times of ’Chin-lun hot spring area development and use permission symposium’ were hold in this project. We invited the Water Resources Agency, Taitung County Government, Geology and Hydrology Technician engineers, and the hot spring entrepreneur to discuss the planning work and guidance. The entrepreneur claimed hot spring water quality examination charge should be paid from the hot spring usage fees. It also suggested that flow measurement equipment install should have opinion of the alternative scheme at the meeting. The Chin-lun hot spring area entrepreneur could to obtain the application book with Dainty and Do-wu mountain nature education center. The other 12 hot spring entrepreneur could be obtain the application book after delimit the hot spring area. The Taitung County Government also encourages the entrepreneur to propose the hot spring development permission application as soon as possible, it also claimed that the Taitung County Government will help to accelerate the entrepreneur positively to develop.
