本計畫係配合德基水庫集水區整體治理計畫之實施，其目的為持續進行集水區水體水質調查及水庫藻類調查，整理近年來德基水庫保護帶相關處理施作成果，以瞭解水體水質良窳及水庫優養化狀態，分析集水區土地利用及治理工作對水庫水質之影響程度，據以評估水質改善成效，進而檢討未來相關治理工作之改進措施，俾使水庫集水區整治與水庫保護帶處理施作發揮最大效益。

The project work scope this year includes algae bio-survey, water quality sampling and analysis, Te-Chi Reservoir management project website’s maintenance and renewal, complete Te-Chi reservoir water monitoring and management report and the the investigation result as well as the analysis report mentioned above will be transferred to Environmental Protection Agency. Four algae bio-survey of Te-Chi Reservoir and its downstream areas has been compeleted. The result reveals that the dominant algae species are Coelastrum sp., Cyclotella spp. and Fragilaria sp.. The water quality for most surveying sites are able to meet the level I water quality standard except for two sewage surveying points and two other sites (R-2, R-9) with higher concentration level. The completation of Te-Chi Reservoir water quality management webpage includes website’s framework renovation, remediation news update, inquiry service and display more resources by providing abundant relevant hyperlinks. Moreover, the mistake part has been modified. The water quality survey information of 32 stations for over twelve years has been uploaded to Environmental Protection Administration Executive Yuan Environmental Water Quality Information website. According to the conclusion of Te-Chi Reservoir Subsequent Water Quality and Algae Monitoring Negotiation Meeting on the 2nd of November, 2010, Taiwan Power Company or Te-Chi Reservoir Watershed Management Commission, Ministry of Economic Affairs was sguessted to conduct the subsequent water quality and algae monitoring work of 2011 to avoid the interruption of this monitoring system and continue data acquisition.

本報告為「德基水庫水源水質監測與管理計畫」的第二年成果，旨在透過藻類生物與水質調查，評估水庫水質與優養化狀態，分析集水區土地利用及治理工作的影響，並評估水質改善成效。 報告涵蓋98及99年度調查，顯示德基水庫藻類以矽藻和綠藻為優勢種，部分測站總磷濃度呈上升趨勢，但多數水體仍符合甲類標準。報告亦探討保護帶對水質的改善效益，並利用AGNPS模式評估緩衝帶配置及陡峭區位造林成效，發現造林改善率更高。 歷年水質資料已移交環保署。針對未來監測作業，因台電人力不足，建議由德委會考量辦理，後續待環境資源部成立再議。
