屏東縣沿海地區之養殖產業相當發達，以往因主要從事淡水養殖，在養殖漁民競相抽用地下水之情況下，因而引發地層下陷，由於下陷嚴重，經濟部於民國88年即將屏東縣沿海之林邊、佳冬公告為嚴重地層下陷地區，新園、枋山全鄉鎮為地下水管制區。為能有效降低地下水抽用量，減緩地層下陷，近年來，行政院農業委會員漁業署已陸續輔導成立養殖漁業生產區，並改為海水養殖，然至民國98年止之累積下陷量已達3.28公尺，仍為台灣地區之冠，目前最大累積下陷量位於佳冬鄉塭豐村。 由本署於民國92年辦理東港、林邊、佳冬及枋寮等4鄉鎮水井調查資料顯示，4鄉鎮之水井約共有6,350口，其中東港鎮及林邊鄉於民國97年重新調查，東港鎮增加約60口，林邊鄉則減少約400口。由於民國98年8月莫拉克颱風重創林邊溪兩岸林邊鄉與佳冬鄉之養殖漁塭，為協助屏東縣政府在風災後推動各項整(復)建工程，以利沿海地區在產業發展、環境保育與水資源永續利用間取得平衡發展；另新園、枋山二鄉鎮全鄉鎮為地下水管制區，以前年度未曾辦理水井清查工作，因此本年度擇選林邊、佳冬、新園、及枋山等4鄉鎮辦理水井清查工作，作為後續土地利用、產業輔導與環境保育，以及水資源調度、管理等工作規劃之依據。

The investigation of this year covered Linbian Township、Jiadong Township、Xinyuan Township and Fangshan Township of Pingtung Country. The total number of wells investigated is 5524： 2832 of Xinyuan Township, 616 of Linbian Township, 2010 of Jiadong Township,and 66 ofFangshan Township. The wells registered were are 212. The most use of the subject is irrigation water,follow by adequacy water.The mainly caliber of wells were ranged from 2.5 to 5 inches, number of wells investigated is 4734(85.7％ of total number) and the depth mainly are the extraction shallow wells（87.9％ of total number）. The annual pumping capacity is about 12,150,000 tons/year in Xinyuan,Township.6,640,000 tons/year in Jiadong Township, 1,081,000 tons/year in Linbian Township and 175,000 tons/year in Fangshan Township. The estimation result of the annual pumping capacity showed that the use of the adequacy water should be awared and controlled very carefully.
