防治工作須長期持續推動，且應標本兼治，爰此，為延續過去「一、二期地層下陷防治執行方案」防治成效，本年度通過實施「地下水保育管理計畫」，據以辦理98至103年地層下陷防治工作，實施區域包括台北、宜蘭、桃園、彰化、雲林、嘉義、台南、高雄及屏東等9縣市，本委辦計畫依據政策擬定之方向辦理，希冀藉由各項宣導作為，達成降低政府施政之阻力、增進基層人員防治技術、提高民眾愛水護土之觀念、強化防治觀念向下紮根等目標。 教育宣導工作內容繁多，實施族群及對象廣泛，且須長期投入，持續深耕，並與地方人士保持良好互動，方得逐漸見其成效；本計畫基於上述考量，同時又受限於下列因素，故擬委託學術研究單位或民間團體承接辦理。

Factors causing the land subsidence problem include: the production factor of the economy sector, the lifestyles of the social sector, and the ecological factor of the natural environment sector. It is true that excessive pumping of groundwater is the principal cause of land subsidence; however, the land subsidence problem could not resolved by merely curbing the excessive pumping of groundwater. In an effort to rescue caved land and restored disaster wrought environments, the government started implementing a number of preventive and control measures in 1995, such as, the First Phase and Second Phase Land Subsidence Prevention and Treatment Implementation Program, the Water-disaster Prevention and Control Plan for Flood-prone Areas, and the National Land Restoration Strategic Program and Action Plan. Moreover, the government ordered the closing of all wells in Ta-Cheng Township of Changhua County and areas along the High Speed Railway in Yunlin. The endeavor hoped to reinforce local preventive actions through a full-scale action measure; that is, the resolution of the land subsidence problem of Taiwan through disaster control, disaster prevention, and conservation measures. After the conclusion of the Second Phase Program, the Water Resources Agency (MOEA) implemented an ongoing Groundwater Conservation and Management Plan to maintain the control measures and alleviate the land subsidence problem; moreover, it aggressively established the Environment Improvement Demonstration Project for Land Subsidence Areas in the hope of averting the aggravation of land subsidence and treating areas suffering serious subsidence. The programs were implemented simultaneously to supplement each other. In addition to water resource allocation and management, land protection, groundwater use control, amendment of related laws, industrial restructuring and transformation, and inspection and monitoring preventive measures, a variety of orientation, training, and public information campaigns had been implemented continuously through the years to stir public awareness and concern for the preventive and control issues. The campaigns range from a series of competitions, network establishment, maintenance and management, production of public information materials, production of multimedia resources, establishment of the Yunlin County volunteer service team, organization of community seminars and various teaching activities, action drama performances, creation and promotion of teaching resources, encouragement of the participation of the public, production of documentary films and related professional training and development courses, etc. This year, the program shall continue with results of the past but with an infusion of creative information promotion strategies. It is hoped that the implementation of these endeavors would raise public awareness of the relevant issues and inculcate preventive and control concepts in the mind of the people, gather a public consensus for prevention and control, and retard the subsidence of land areas in Taiwan
