急水溪河川環境航空測量數值資料建置計畫The Development of Digital Environment Database for Jishuei River

本計畫為自94年開始執行的「國土復育策略方案暨行動計畫先期作業」分支計畫「開發建置中央管河川空間資訊系統計畫」的第六年於99年度執行子計畫之ㄧ,以建置急水溪計畫河段環境數值資料,並以本署於94年建置之「中央管河川空間資訊系統」為基準,以本期產製相關資料成果供三維地理資訊系統將完成之數值圖資併同蒐集之環境數值圖資納入,作為業務查詢、展示應用。本計畫除配合航拍產製並蒐集急水溪水系歷年各項數值圖資與資料,並將各部會已公告之各項環境數值圖資納入,同時對航拍範圍製作土地利用現況圖及河川型態的影像判釋分析等納入應用。以提供後續辦理急水溪水系治理規劃設計、流域經營管理及流域環境自然生態保育與環境營造之應用。
爰此成立本計畫,辦理急水溪主流自河口至河川界點之青葉橋,支流白水溪、仙草埔溪、六重溪自與急水溪匯流點至河川界點等河段資料建置計畫。
英文摘要
This project for "Land Restoration Education Program cum strategic action plan" sub-plan 「build the central canal of the river of space information system」 is the 6th year degree program annual operation. The project accomplished the following tasks for the Jishuei River basin :
1.Use aerial photography measurement technology for orthophoto, digital topography, DEM, land use map, cross-section, profile map,and Image Interpretation on the river patterns
2.Collected basic information and environmental resource plan. Including rivers chat, photograph basic maps, historical aerial orthophotos and numerical information, ecological species investigation, the river characteristic investigation, water quality data collection and deployment, and build database for the river environment and ecology and water conservation
3.Build database for the river disaster prevention decision support systems
4.Import the results to the central river geographic information system completed by Water Resource Agency, Ministry of Economic Affairs (2005)" the Central Authorities Rivers Spatial Information System (CARSIS)"
The project using LiDAR scanning the river to provide high-density, high precision elevation data to enhance the accuracy of DEM results. River estuary using single beam sounding measurements, provide a more complete river elevation. To provide river management plan more complete and accurate topographic map.
The 「Central Authorities Rivers Spatial Information System」 was three-dimensional 3D-WebGIS, provision of the Water Resources Agency and its subordinate agencies may, by a three-dimensional Internet to visually browse the space streams of information, providing river erosion and deposition terms, over the years as well as the elevation section of the road network than the analysis functions. 3D-WebGIS system has been incorporated into the Department of Water Resources Water Information Service Platform (WRISP), with reference to Web Services Service, single service portal and identity management system certification, to achieve integration of services within the Department Information System Architecture.
