目前台中地區公共用水水源主要仰賴大甲溪石岡壩及大安溪鯉魚潭水庫約供水各半滿足用水所需,因該二水源並無互為支援能力,如有任一水源無法供水,台中地區即有分區供水之停水風險。921地震後,每逢颱風豪雨大甲溪石岡壩原水濁度即遽昇影響台灣自來水公司豐原淨水場出水穩定,另加上近年公共用水需求激增,及氣候變遷造成水文豐枯極端化問題等,皆致現況及未來須面臨嚴峻之水源水質及水源水量調度運用供水挑戰。為穩定供水並降低缺水風險,水利署中區水資源爰推動「大安大甲溪水源聯合運用輸水工程計畫」,透過輸水管路設置將該大甲溪及大安溪水系水源串接調度運用,使其有相互支援能力並達真正聯合運用機能,即平時無水質問題時,則可充份利用大甲溪川流水剩餘水量,並儘可能將大安溪水源蓄存於鯉魚潭水庫;另如大甲溪水質異常時,則可透過鯉魚潭水庫滿戴出水穩定供水,如此調度系統除可新增水源滿足用水需求外,並可大幅降低缺水風險並穩定供水。
英文摘要
At present the Tai-Chung area public water supplies mainly form Shi-Gang weir and Li-Yu-Tan reservoir, which is respective in Da-Jia river and Da-An river and supplies water approximately half and half to satisfy the water demand, because the two water source facilities have no mutually support abilities, if any water source facility be unable to supply water, the Tai-Chung area namely has the risk to district water supply by cutting off water resources. After 921 earthquakes, every time met torrential rain or typhoon the water turbidity of Shi-Gan dam rise suddenly, and caused the water treatment field water leakage unstable, add the recent years public water demand increases sharply, and climate changes, letting we have to face with severe challenges of water supply, including water quality and water volume. In order to solve the above water supply problems, the conjunctive use water sources of Da-Jia & Da-An river project has impelled, it will promote the water supply stably and increase water furnishing ability and reduce lacks the water risk obviously after completion.
