頭前溪中正橋為新竹縣芎林鄉與竹東鎮重要之聯絡橋樑，由於過去長年大量砂石開採與洪流沖刷，導致本橋下游處主河道河床嚴重刷深，岩盤盡皆裸露。又因本河段岩盤多為泥岩、頁岩及砂岩層所構成，易受水流沖刷、切割形成蝕溝地形。而河床持續的刷深嚴重影響橋樑安全，經濟部水利署第二河川局遂於民國75 年起即多次進行橋樑基礎保護工程，惟經幾次颱洪事件，溪水除屢次沖毀消能鼎塊外，中正橋下游主河道亦逐漸刷深成為一落差極大之峽谷。目前，為保護橋樑安全，橋樑管理單位於中正橋下游主河道建造以混凝土封底方式之固床工，其雖可短期保護橋墩，卻使河水流經時流速加快，沖刷潛能增加，導致有向上游側刷深河床之趨勢。本河段因河道變動及橋樑局部沖刷及橋樑保護固床工等成因，造成此處河道斷面高程極大落差，並仍具有持續沖刷潛勢，故極有必要進行各方案數值模擬比較，並進行防治工法研擬、規劃及設計，以供第二河川局後續整治規劃之參考。本計畫今年度主要完成工作內容：一、 頭前溪流域基本資料補充分析蒐集彙整頭前溪流域集水區現況、歷年河道斷面測量資料、航照影像資料、河床質調查採樣及相關研究規劃資料等補充分析。二、 頭前溪流域泥砂產量、水文補充調查分析及中正橋河段水位-流量及輸砂量資料分析。於頭前溪主流斷面30～斷面33進行4處明坑採樣分析；2007年2月與2008年3月頭前溪流域衛星影像推估流域泥砂產量；歷年水文補充調查分析；過去中正橋水位、流量及輸砂量資料蒐集彙整，並於今年度辛樂克、薔蜜颱風後進行懸移質採樣分析工作。三、 頭前溪中正橋河段地形測量及地質鑽探於頭前溪斷面29～中正橋斷面間，進行3D雷射掃描地形測量工作；並於斷面30與斷面31間，進行1處地質鑽探工作，鑽探深度為15公尺。四、 中正橋河段沖刷防治工法方案模擬規劃蒐集整理國內外相關案例經驗，並規劃沖刷防治工法，進行數值模擬率定及驗證工作。五、 沖刷防治工法數值模擬分析及模擬結果分析討論由前揭率定驗證結果，以不同防治工法、參數條件進行數值模擬，就其結果予以分析討論，並綜合研訂中正橋河段沖刷防治工法方案。六、沖刷防治工法方案基本設計、綜合分析及經濟效益分析(一) 擬定基本設計方案—完成本工程及相關設施之基本設計圖說、施工方案於特定颱洪事件之穩定分析，提出平面、立面、剖面及簡要說明。並提出工作計畫書(包括說明及訂定工期及預定工程完成期限)。(二) 財務及時程計畫—工程費用概算及工期預估(施工計畫及網狀圖)。七、 中正橋河段現地水砂觀測規劃八、 教育訓練及技術轉移
