近年來社會經濟發展快速，石門水庫原設計主要供水標的為農業用水，演變成公共給水及灌溉並重。桃園及新竹地區為穩定供應民生及工業用水，經常調用農業用水，由民國91年至95年第一期稻作辦理4次停灌休耕可見端倪。鑑此，在不影響糧食安全政策下，本計畫研擬於休耕期間利用田坵蓄水以及不同稻作種植期距調整對水資源調節及調用支援民生及工業用水需求之可行性，以減緩水資源開發壓力。
