本計畫執行構想主要是運用現地調查及模式模擬分析特定區內污染源防治規劃重點區域，以提供特定區中即有之禽畜及崩塌地等點源與非點源污染來源管理方案規劃之依據，進而研提出一套適合台北水源特定區之水環境經營行動方案。本計畫完成建構模式所需更新之崩塌地判釋位置、水體、水質等資料庫外，現地調查結果及模式推估之成果，可作為特定區水源及水質維護之重要基礎資料，亦為水源特定區內未來進行不同土地利用規劃決策之重要參考。另外本計畫另針對永續莊園（Permaculture）之觀念導入特定區中，並完成遴選兩試辦區域及進一步配置規劃，期透過永續莊園理念降低污染物的排放，進而提供水源局另一污染管理、規劃等集水區經營管理行動方向。
