本計畫主要目的在於檢視本區域整體水資源時空配置，整合區域地表地下水資源，俾更有效率運用區域水資源，以增加區域供水穩定性及達到水資源永續利用的目標，提供未來屏東平原地區地表地下水資源聯合運用工作推動之方針，並且針對隘寮溪河道進行地表地下水聯合運用之個案工程規劃。
本計畫工作項目有六大項，(1)屏東平原水資源整體評價、(2)屏東平原地下水資源保育問題評析、(3)屏東平原地表地下水資源聯合運用原則擬定、(4)地下水補注方案評估、(5)屏東平原地表地下水資源聯合運用整體規劃構想、(6)隘寮溪地表地下水聯合運用個案工程規劃。
根據本計畫水資源現況利用分析結果，屏東平原各標的用水量約15.3億立方公尺，地下水用水量9.7億立方公尺，地表水5.6億立方公尺，顯示目前屏東平原地表地下水運用之現況約36：64左右。本計畫所擬地表地下水聯合運用構想之目標有二，一為改善高屏溪汛期河水高濁度所引發供水受限之問題，二為減少扇央及扇尾地區地下水抽取量，永續利用屏東平原之水資源。為達成上述之目標，本計畫所研擬之地表地下水聯合運用方案為已核定之高屏大湖計畫及旗山溪、荖濃溪沿岸淺層地下水開發計畫、抽水井網運作計畫、隘寮溪下游河段伏流水開發計畫、東港溪水源開發計畫、大潮州人工湖及士文水庫計畫。而隘寮溪個案工程規劃評估為設置集水廊道即將出滲至河道之地下水汲取，評選出最佳之場址為南華大橋下游之106斷面。第一階段取水量為替代屏東淨水場豐水期抽取之地下水5萬CMD，並視地下水涵養補注之情況及屏東地區用水成長推動第二階段計畫，擴大取水規模為豐水期每日10萬CMD，枯水期每日5萬CMD。總工程費為13.83億元，單位原水成本為每立方公尺7.56元。如不計輸水管線，則約為2.76億元，單位原水成本為1.78元。
