本計畫為續延94年度之「訂定海堤及水門設施耐海嘯構造評估標準先期計畫」，並訂定耐海嘯構造評估標準及作業準則，用以作為台灣地區海堤及水門受海嘯侵襲其安全程度評估檢討之依據，提供防救災單位研擬災害防救計畫之參考。現階段耐海嘯構造評估標準訂定之評估原則為將海嘯視為獨立事件，海嘯強度與規模之分級依循Imamura- Iida海嘯規模分級表而定，海嘯波高係指在海堤堤肩線向外負五公尺等深線上(平均潮位)之海嘯高度。其中現階海嘯波高大小將以情境模擬方式取得，未來可由其他相關之上位計畫提供到或另案研究之。至於在耐海嘯構造評估標準訂定之評估項目方面，首先，海嘯於岸灘之上遡高度應為所有評估項目當中最重要者，當海嘯規模較小時，其遡上高可能不致超過海堤高，同時假使其作用力亦未破壞海堤結構時，基本上不會造成災害；在另一方面，當海嘯規模大到某一級數時，一者越堤而過之水體將立即造成災害，其次海堤結構本身亦可能承受不住水流作用而崩毀，因此基本上在評估項目上將分成兩大類，第一類為遡上水位與堤頂高程之評估，另一類則是在考慮規模條件下評估水力衝擊的部分；此外，針對水門的部分則另有其閉合操控性之評估。而有關耐海嘯構造評估標準訂定之評估方法，主要針對海嘯溯升高度及海嘯水力衝擊兩方面進行估算，兩者皆採用實用可行之經驗公式進行推算相關作用力或遡升高。最後參考國內外相關作業準則及本計畫相關研究成果，綜整歸納並條例說明相關實施耐海嘯構造評估標準時之評估原則、項目、方法，時機及相關工作事項，而訂定「海堤及水門設施耐海嘯構造評估標準訂及作業準則」(初稿)。
