坪林污水處理廠(以下稱處理廠)係屬翡翠水庫上游污水下水道系統之一環，位處於北勢溪與 魚堀溪匯流口處，民國89年與90年分別遭受象神與納莉颱洪侵襲，造成巨大損失。本計畫目的為檢討處理廠之防洪牆保護標準是否足夠，並分析其保護標準，並擬定處理廠於發生颱洪豪雨期間之緊急疏散標準作業程序。本計畫經由降雨－逕流分析與河道水理演算結果得知，翡翠水庫水位對於處理廠附近北勢溪所造成之迴水現象並不明顯，雨型變化卻有較明顯影響；研究中重新評估防洪牆結構安全與重現期，目前防洪牆結構低於設計之安全係數且高度(177.55m)已不符合200年重現期。本研究研訂目前橫式防洪閘門對岸水尺位置處(斷面68)之警戒水位值，採用之控制高程有二，一為平時打開之橫移式閘門底部高程，另一為防洪牆頂高程。本研究建議將處理廠現有之一至六級警戒，改為三級、二級與一級警戒。經研訂三級警戒水位值為175.5m (預警時間1小時)、二級警戒水位為176.9m (預警時間3小時)及一級警戒水位177.2m (1.5小時)。本計畫經過現場勘查、座談與訪談，擬定颱風豪雨緊急應變策略、颱風豪雨緊急應變流程、颱風豪雨緊急疏散標準作業程序，並編訂教育手冊，進行手冊說明會與緊急疏散演練。
